Who Can Convert?

Process

  6. Wait for processing — typically 5-15 working days.
  7. License delivered via Philippine Postal Service (PHLPost). Note: foreign license conversions are NOT eligible for LTO Tracker home delivery per LTO memo dated December 23, 2019. Plan accordingly.

Why Conversions Use PostalService (Not LTO Tracker)

The LTO requires the original foreign license to be physically processed and verified, then sent back along with the new Philippine license. This requires the secure handling chain only PHLPost provides for diplomatic-style document handling. Tracking is via PHLPost, not LTO Tracker.

Restriction Code Mapping

What If My Foreign License Has Expired?

If expired, you cannot directly convert. You must:

  1. Apply for a Philippine Student Permit
  2. Practice for 30 days minimum
  3. Take the practical and theoretical driving exams
  4. Apply for a Non-Professional License from scratch

Common Conversion Issues

  • Country not on accepted list — Some countries require additional verification. Check with LTO Licensing Division at LTO Central Office.
  • Restriction code disputes — Bring documentation of what your foreign license allowed; LTO will adjudicate.
  • Original license confiscated — Yes, this is normal. The LTO retains your original foreign license. If you want to retain it for travel, ask for a "Conversion Retention" stamp instead (limited cases).
