What Counts as an LTO Violation?

An "apprehension" or violation is recorded when a traffic enforcer issues a Temporary Operator's Permit (TOP) or violation receipt for any of these common offences:

• No driver's license / expired license — ₱500 to ₱3,000 fine
• Driving without registration / expired registration — ₱10,000 fine
• Reckless driving — ₱2,000 first offence, escalates with repeat
• Disregarding traffic signs / counter-flowing — ₱1,000 to ₱2,000
• Anti-Distracted Driving Act violations (cellphone use) — ₱5,000 to ₱20,000
• Drunk driving (DUI) — ₱20,000 plus license suspension/revocation
• Number-coding violation (NCR only) — ₱300 (handled by MMDA, not LTO directly)
• Smoke belching — ₱2,000 to ₱5,000 plus emission re-test
• Overloading / overspeeding — varies by infraction

Method 1: LTMS Portal (Official, Recommended)

1. Go to portal.lto.gov.ph and log in with your LTMS account.
2. Click your name in the top-right, then "My Profile".
3. Scroll to the "Apprehensions" or "Violations" section.
4. You'll see a list of any active or settled violations, dates, fine amounts, and status.
5. If a violation shows as "Unsettled", click it to see payment options.

If you don't have an LTMS account yet, you can register at portal.lto.gov.ph using your driver's license number and a valid email address.

Method 2: SMS to 2600 (Apprehension Inquiry)

Text the following format to 2600 from any Philippine mobile network:

You'll get a reply listing any active apprehensions. Standard SMS rates apply (about ₱1).

Method 3: MMDA Online Checker (Metro Manila Only)

For violations issued by MMDA traffic enforcers in Metro Manila, use the MMDA Violation Verification System at mayhulika.mmda.gov.ph. Enter your plate number or license number to see active violations.

Note: MMDA and LTO maintain separate violation records. An apprehension issued by MMDA may not appear on LTMS, and vice versa. Check both if you've received a TOP.

Method 4: In-Person at LTO District Office

Bring your original driver's license and a valid government ID to any LTO district office. Go to the Apprehension/Adjudication window and request a violation inquiry. Service is free, but expect 30-90 minutes of waiting.

How to Settle a Violation

1. Confirm the violation through one of the methods above.
2. Pay the fine via LTMS portal (online), GCash, or at the LTO/MMDA office.
3. Some serious violations require attending a seminar (e.g., reckless driving, DUI).
4. Keep your official receipt — you'll need it if the violation reappears in the system.
5. Re-check after 3-5 working days to confirm the violation now shows "Settled" or "Cleared".

What If a Violation You Don't Recognize Appears?

If a violation appears that isn't yours (wrong driver, plate cloning, or system error):

• File a written dispute at the LTO Adjudication Service (LTO Central Office, East Avenue, QC).
• Bring proof: ID, OR/CR, alibi (CCTV, e-toll records, etc. if available).
• The Adjudication Service will investigate and either dismiss or confirm the violation.
• Disputes typically take 30-60 days to resolve.

Why Tracking Violations Matters

Unsettled violations block:

• Driver's license renewal (you'll be denied at the cashier)
• Vehicle registration renewal (CR will be flagged)
• License upgrade (Student → Non-Pro → Pro)
• License conversion for overseas use
• Some employment requirements (PUV/PUJ operators)

Best practice: check your violation tracker every 6 months even if you haven't been apprehended. Some violations are added retroactively from CCTV review.
